This is "Monstrous", serialized in "Dark Horse Presents" issues 30 thru 32, with an improvised cover for lack of a suitable proper one. Dystopian action thriller with a budding redemption plot and a supernatural twist. I found it quite compelling, as far as it goes. By Steve Horton, who also did the "Amala's Blade" serial and its spin-off earlier in the DHP run.
