I just realized I forgot this one in my previous "mega upload". In fact it was being encoded at the time (using AVC so I'd completely forgotten about it, having started the encoding several hours earlier). The first encoding at 1080p was almost instant by the way. No resizing, and after saving the .ts file as AVI what I got back was an AVI where every second frame was blank yet it still indicated an "interlaced" video (I presume this is how you fake an interlaced scan when really all it is is a series of progressive frames intermixed with nothingness - no evens or odd "scan lines"). So, that being the case, in fact there should not be any encoding requirement to convert it to a progressive AVI except that no encoder has a setting to "change interlaced bit to 0 and drop every 2nd frame". Instead you have to re-encode the whole thing dropping every 2nd frame. I chose XviD since that's the fastest and it completed in a few minutes. Well that was fine for the 1080p since it had been "pre-rendered" and a copy is all you need. To resize the thing however, a better choice is AVC which takes FOREVER to complete no matter what settings you choose (I chose "fast") and cut the bitrate in half to 6000 kbps which is decent for a 720p video (YouTube by comparison offers a whopping 1000 kbps for 720p "high" definition and an astounding 2000 kbps for their 1080p "extremely high" definition videos).
